Requested on Discord. Plugin headers contain author and description fields, but they are size-limited (511 for both since Oblivion, 32 and 256 respectively in Morrowind).
Should also show the user when they exceed the count by coloring the label using WB's warning color.

Needed for Wrye Mash parity, so blocks #479.
