Noting down some patchers I want to create in the future. This one would be a merger (see #312 (comment)) for the list of perks applied to NPCs (available in Skyrim and newer games), identical in behavior to Import Actors: Spells.

Future addition of ForceAdd is blocked by _AMerger lacking ForceAdd support, but we can ship without that for now.
