Product Collection: Rename and reorder "Shrink columns to fit" #11925

Actions
- Rename it to "Responsive"
- Move it below "Columns" controls
- Change description to "Automatically adjust the number of columns to better fit smaller screens."
- Remove "Max Columns" heading from heading control and always stick to "Columns"
