Describe the bug

The Order by select in all Reviews blocks looks disabled in the frontend, making it impossible for shoppers to switch to different orders.

I think this issue was introduced in #7936.

To reproduce

1. Make sure you have at least one review in your store.
2. Create a post or page and add the All Reviews, Reviews by Category and Reviews by Product blocks (in the last two, select the category/product which have reviews).
3. View the page in the frontend.
4. Notice it's not possible to change the Order by value.

Expected behavior

Shoppers should be able to change the value of the Order by select and the reviews should update accordingly.
