Export a reference to the Button in assets/js/base/components in the @woocommerce/blocks-components package.

Note this is already on the @woocommerce/blocks-checkout package but should also be in @woocommerce/blocks-components.

You should be able to get Button from window.wc.blocksCheckout and window.wc.blocksComponents
