The plugin_locale filter hook has been removed from WordPress, beginning with the 6.7 release. We use this filter, for instance from wc_switch_to_site_locale().

We don't know of any concrete problems this is causing, and presumably it is still useful when running with older WP versions, but we should assess and figure out if it is needed/if supplementary code is needed for 6.7, etc.
