This adds a boolean flag that keeps track of whether users have been added externally to an MLS conversation without a corresponding MLS group join. This is flag will later be used to return an error response on MLS messages that happen when the conversation is out of sync and don't bring it back to in sync.
At the moment, the flag is tested directly using an internal endpoint.
