(this issue was the result of a PING privacy review: w3cping/privacy-request#47)

Section 4.6.5 Downloading resources references a "initiator browsing context" and a "instantiator browsing context". I wasn't able to find a definition for these terms, either in HTML or other related specs.

I'm 99% sure I can guess what the "initiator browsing context", but slightly less sure I could confidently and unambiguously define what the "instantiator browsing context" is (say, 85% ha).

If this should be clear to the reader by some context im missing, please feel free to close out this issue. But otherwise, i suggest concretely defining these terms somewhere
