This is a pointless upgrade, see #29158 (comment). @jgraham do you think we should try switching to Dependabot, which doesn't try to recreate closed PRs? |

This is mainly because Dependabot treats a closed PR as "ignore this version", why pyup does not: #29159 (comment)
