When a user types "10W" as tx power in wsjt-x the parsing of the adif data fails (correct would be just "10", happens quite often). Even this is correct behaviour we can improve UX here by manipulating the tx power as best we can to catch such bad inputs.

<TX_PWR:3>10W results in <TX_PWR:2>10
<TX_PWR:3>1kW results in <TX_PWR:4>1000
<TX_PWR:5>500mw results in <TX_PWR:3>0.5
<TX_PWR:7>2foobar results in <TX_PWR:1>2
