this is a pretty small issue in the grand scheme of things, but i think it'd be cool - let's say you're scrolling up in a code diff, in a long blocklist. eventually your scroll hits the top of the file and then it begins to scroll the blocklist instead which is kinda annoying. it'd be great if, while a scroll is still happening, if we hit the top of whatever we're scrolling, we swallow the rest of the scroll event. the user could re-initiate the scroll up from there but it would mean it's much easier to get to the top of the code diff without overshooting it.
