Problem

Outputs parameters are not set in Version 1.0.22. It works in 1.0.21.

I use output-example.yml with 1.0.21 and 1.0.22.

I can see the variables in GITHUB_ENV, but I cannot see the variables in GITHUB_OUTPUT
