##### Patch Changes

- When a project's `packageManager` field selects pnpm v11 or newer,
commands that v10 would have passed through to npm (`version`, `login`,
`logout`, `publish`, `unpublish`, `deprecate`, `dist-tag`, `docs`,
`ping`, `search`, `star`, `stars`, `unstar`, `whoami`, etc.) are now
handed over to the wanted pnpm, which implements them natively.
Previously they silently shelled out to npm — making, for example, `pnpm
version --help` print npm's help on a project with `packageManager:
[email protected]`

  1. feat: export PNPM_CONFIG_USERCONFIG env var for pnpm 11+ (#65) 

    Since pnpm v11, the `NPM_CONFIG_USERCONFIG` env var is no longer
supported for registry authentication and it needs to be replaced with
`PNPM_CONFIG_USERCONFIG`. If `run_install` is `true`, the setup-vp
action runs `pnpm install` immediately after setting up the user config,
so we can't inject the `PNPM_CONFIG_USERCONFIG` env var. It would be
great if setup-vp also exports the variable for pnpm 11 or later.
