Describe the bug
Commit 467cc18 added a dependency to the central-publishing-maven-plugin which seems like a mistake as it is intended to be used as a Maven plug-in (as it currently also is used).

Consequently it adds further transitive dependencies to any consumer of hypersistence-utils.

Expected behavior
The dependency shouldn't exist or have a different scope.
