Description
This PR replaces unbuild with tsdown.
After #19925, rolldown will be used in place of rollup. It would nice to use rolldown for other packages as well so that the behavior is consistent.
unbuild is probably not going to support rolldown soon so I think migrating is reasonable.
We encountered one issue with it (unjs/unbuild#533) and I also encountered one issue (unjs/unbuild#531) in #20032, so this would help that too.
