This reverts commit fb0a542.

The useWebApi support at the bridge layer is still in the process of being rolled out, so we need to wait until that is finished before we can add the framework preset.

Adds a new framework entry for React Router (when being used as a
framework). The same Remix builder will be used internally, but having a
dedicated preset allows for auto-detection to work and will show the
correct logo when being used in the Project Settings.

(**Note:** this is a re-application of #12905, which was reverted in
#12927)
