.actionoutputs were added as a way to rewrite actions that were bundled with Prerenders into a streaming variant (as previously they weren't flagged for streaming). However, there's no longer any limitation around Prerenders not supporting streaming capabilities. This flag has been disabled for some time, so this cleans up the code that was added to support it.I've kept all the tests -- while some aren't really necessary (i.e., they are verifying rewrites aren't messing things up), I still figured it was a good regression suite for streaming behavior.
