When a request has Draft Mode enabled, all caches should be disabled. This is currently implemented for fetch caching and unstable_cache, but was omitted accidentally from the "use cache" implementation.

Specifically, when Draft Mode is enabled, we must skip looking up a cache entry, but we must also skip saving a cache entry. This is different from the force-revalidate logic we have in place, e.g. for on-demand revalidation, where saving a cache entry is expected.

With this PR we're also enabling toggling draft mode via server action, and then reading the result in the subsequent rendering. Previously, draftMode returned a stale value for isEnabled in this case.

I think we can land this now but this does open up the possibility of slightly different runtime semantics. For instance if we serialize iterables as arrays then most of the time on the inside the runtime value of an iterable will be an array. We're already in dangerous territory here b/c TS is not aware of this downcasting of inputs across the boundary. But once it is then we'll have a different problem where TS thinks it is the downcast type but in draft mode only it's the original type.

Maybe we leave a TODO comment here to revisit later. Or you can just update it to maintain the serialization boundary

That's a good point. Not only should we serialize/deserialize the args, but then we must also process the return value as we would when Draft Mode is disabled, otherwise temporary references wouldn't be resolved, for example. Furthermore, logs should also be associated with the Cache environment if Draft Mode is enabled. I've changed the implementation to only bypass cache reads and writes, everything else is handled the same as when Draft Mode is disabled.

Initially I thought we could just bypass the cache generation process when in draft mode, but upon reflection, it does allow dynamic IO sync operations like Date.now() to work correctly, so I think this is still the best approach.

I changed my mind on this. Bypassing the cache entry generation completely, and with that also bypassing creating a 'cache' work unit store, and therefore preserving the outer request store as work unit store, is the better approach, I believe. This allows us to retrieve the draft mode from the request store from within a "use cache" function. It also enables accessing other request-scoped data like cookies and headers, which I think we should allow when draft mode is enabled. So what I'm currently implementing is basically a mix of the initial attempt in this PR and the updated one, i.e. we're using Flight to serialize/deserialize the args and return value, but from a work unit store perspective we're treating it like it's request scope. Which also means that the following behavior is not really needed, because we only need it during prerendering:

This doesn't make much sense. In dev these caches would be errors so you would have to only conditionally access this data but to do that you'd need to read the draftmode state which is itself a request data and during a prerender should always be false. The nature of what is legit to read in a cache function isn't conditioned on the type of request you are doing the same way it is when you read this data in a request itself

When a request has Draft Mode enabled, all caches should be disabled.
This is currently implemented for `fetch` caching and `unstable_cache`,
but was omitted accidentally from the `"use cache"` implementation.

Specifically, when Draft Mode is enabled, we must skip looking up a
cache entry, but we must also skip saving a cache entry. This is
different from the force-revalidate logic we have in place, e.g. for
on-demand revalidation, where saving a cache entry is expected.

With this PR we're also enabling toggling draft mode via server action,
and then reading the result in the subsequent rendering. Previously,
`draftMode` returned a stale value for `isEnabled` in this case.
