As discussed during last week's call, we should drop the machine-readable
registry.xmlandregistry.dtddefinitions from the spec.This PR moves the relevant files and their descriptions under
exploration/registry-xml/, and makesspec/registry.mdonly describe the default function registry.While putting this together, I also reviewed our goals and deliverables, to ensure that they do not explicitly include any mention of a machine readable function registry or anything similar.
