Create design doc for `.match` declaration/non-declaration

In the 2024-03-25 call we discussed #736. In that call we decided:

- In `LDML45` a `.match` will NOT be a declaration
- We need to consider the alternatives here

This issue tracks an action item to create a design document for how _selectors_ behave.
