libcurl >= 8.11.1 fixes PAUSE/unpause bugs (curl#15627) that caused
~20% timeout failures on async file uploads. All Linux builds now
compile curl 8.11.1 from source instead of using system packages.
- installer/build-linux.sh: add BUILD_LATEST_CURL option with
interactive wizard prompt (default: yes), --no-latest-curl flag
- installer/build-macos.sh: bump version, tighten check to >= 8.11.1
- docker/Dockerfile.{debian,alpine}: bump from 8.10.1 to 8.11.1
- scripts/build-linux.sh: build curl from source
- debug-true-async.yml: build curl from source instead of apt package
