We still havent made the change here to remove REMOTE_WORKSPACE_HOST so maybe you might want to split this for now and then we decide?
I'll do a follow-up PR to remove REMOTE_WORKSPACE_HOST and then we could merge everything in TFL_STORAGE_PROVIDER
