Due to chardet/chardet#321 we were forced to prevent installation of chardet 6 on all our projects as this caused multiple pipeline to fail due to serious perfomance impact. We have like ~10 tests which instead of taking 0.2 seconds each ended up running in ~70s each.

Once I introduced the ceiling of chardet, I didcovered that recent tox release did require it, which IMHO is far too soon as v6 was release just 6 days ago.
