What happened?

I had filed two issues related to missing local sidetone on windows, #2045 and #2047. Both of these were resolved with fixes but not committed. Since then, version 0.9.1 has revamped the CW sidetone code. On windows, there is still no local sidetone so the bugs identified and fixed in #2045 and #2047 were not addressed in the updated CW code. Please reevaluate why local CW sidetone does not work on Windows and create a fix and pull request using information previously discovered in #2045 and #2047 to remedy on the current codebase of version 0.9.1. Note that the Linux version is working as expected now on 0.9.1

Local CW sidetone in CWX or with keys / paddles on the Windows build

Steps to reproduce

1. switch to CW mode
2. Click CWX button
3. Enter characters in message window
4. Press enter to send them
5. Radio sidetone works but local is silent
