What happened?

In Issue #2045 I reported that local sidetown is not generated in CWX on Windows. Claude identified a fix to enable on Local STn automatically when CWX mode is chosen but this will not work since I already had it enabled

What did you expect?

Sidetone to emit a tone in CWX when Local STn is enabled and slider is mid scale

Steps to reproduce

1. Select CWX
2. Enable Local STn in Phone/CW panel
3. Move Local STn slider to middle of range
4. Send some characters in CWX. Transmitter fires but no local sidetone is emitted
