Description & motivation 💭

This adds a standaloneActivityCommandsDisabled check for all Standalone activity write command based on global and Namespace write permissions.

It hides the Start Standalone Activity button when standaloneActivityCommandsDisabled is true, which follows the same pattern as Workflow Start. It also hides the per row Start Activity button to start an Activity Like This.

SAA actions are disabled and prevents rendering their confirmation modals when standaloneActivityCommandsDisabled. When standaloneActivityCommandsDisabled, it also disables More Actions to prevent navigating to Start Activity Like This One. As part of this, I have removed the headerActions snippet and moved the button directly into StandaloneActivities component. Now that we have relative path links we shouldn't need this.

It also adjusts the SAA header layout so the status badge and activity ID stay grouped while actions align correctly so it matches the Workflow header style for consistency.
