Conclusion from the meeting was that this should be discussed in TG2, but that this change has some support and that it would unblock Stage 2 advancement. |

Closing, as this change is opposed by Google's internationalization team. This was discussed during the 2024-03-28 TG2 call, and while some of the arguments could be discussed further, their position that "we believe Intl.MessageFormat is only useful with a serialized form" is pretty clear-cut. |

For consideration during the 2024.02 TC39 meeting, should the sense of the meeting be that advancing the proposal with a syntax parser would not be possible without years of practical experience.
