Is your feature request related to a problem? Please describe

The kernel always creates 64 virtual ttys. This cannot be configured, not even via kconfig. We always create a device unit per virtual tty. This clutters up logs and systemd-analyze blame output. We should allow limiting which ttys we create device units for.
