[Bug]: Back Up suggestion shown on restore #2445

Describe the bug
The back up suggestion tile and bottom sheet are shown on wallet restore. This is only needed with a new wallet that hasn't been backed up yet.
Reproduce
- Restore a wallet that has some onchain funds
- Observe Back up bottom sheet and suggestion tile is shown
