In previous pr #754, when
tsconfig.baseUrlnot set, it keeps undefined in swcConfig (to compatible with esm module resolver).It is a breaking change, case after [email protected]

tsconfig.baseUrlwhentsconfig.pathsnot empty, fixed errors caused by emptybaseUrlintsconfig.json.
