Not much point in doing this since we test if this is undefined before falling back to the +server.js exported config

This PR resolves two TODOs surrounding page node configs:
undefinedif there are no pageconfigkeys+page.server.jsexports taking precedence over the+page.jsones (this matches how we resolve all the other page options)
