Cycleway overlay requires to answer both=no on pedestrian roads where cycling is allowed

**How to Reproduce**
- Open cycleway overlay
- Navigate to a pedestrian road
- select 3-dot > cycling is allowed/designated 
- have to answer `cycleway:both=no`

**Expected Behavior**
pedestrian pedestrian roads that have a cycleway are extreme rare and SC does not ask for them (no red line). Answering allowed/designated should be enogth
