I find the quest in it's current form impractical, when there is no sign I have no way of checking if the water is potable or not. I propose to split the quest into two:
- is this legally potable? with additional
drinking_water:legal:signed = no as an option
- is this actually potable? -- are there any actual guidelines how to check this? maybe this should be communicated better
