False "File change" detection on Windows with no actual file modifications #13954

On Windows, Streamlit frequently detects a file change (displaying the "File change." header) even when no modifications have been made to the source files. This happens even when the source file is not open in any IDE or text editor. Unfortunately, I cannot provide a deterministic way to reproduce this, it happens sporadically.
