Maybe the XDR decode/validation errors should surface as 400 since it is client-provided data (instead of falling through to InternalError)?
Also I doubt this path will be ever hit because the sponsored_transaction_handler.go already does validation of the operationXDR before calling SponsorTransaction

If the client submits an invalid XDR, that should be caught by the handler, which makes any unmarshalling errors here unlikely, hence why it's an internal error.
