This adds a new internal package with an implementation for the local stage file (
cmd/ocfl/internal/stage). Thecommitandstagecommands use the API provided bystage.StageFile.This PR doesn't include sufficient tests for a release. First, I wand to add some testing utilities to make test writing a little easier.
