Problem Description

Currently, the Help pane does not have support for Spyder's new dark theme, nor appropriate CSS stylesheet to use for the same. Therefore, as part of #8068 , one should be added.

@CAM-Gerlach, please don't open more issues for every little task. It's enough to reference them in the epic.

Okay, sorry. I wasn't going to anyway. but this was a result of me misreading @dalthviz 's post in #8086 to think he was trying to close #8068 with it (since it was in the usual "Fixes #XXXX" spot), so I created this one instead so he'd have something to close instead. By the time I realized it was just linking #8068, it was too late and I'd already created and added the issue.
