See #554. It got buried a bit, with a few other PRs. Will probably merge it over the weekend. Wanted to unblock the Fedora CI as well, but it's a chicken-and-egg problem since each version is incompatible with each other |

With new python, build of spglib failed due to wrong format of licence-files. Moreover, specifying licence informations both by classifier and SPDX licence is forbidden, same as both by licence-files and licence, when licence is not in SPDX format.
