Support spackbot rebuilding all specs from source with @spackbot rebuild everything.

Needs to be deployed with this, in order to have permission to wipe the binaries from PR mirrors.

@tgamblin Thanks for taking an early look. I still need to address your last couple suggestions, and this needs testing in development spackbot. Which requires some small gymnastics to test running pipelines, since the test repo isn't hooked up with the sync script pushing it's branches to gitlab, etc. I should be able to do that early next week.

This can be merged at any point, it won't go live until we rollout restart the deployed version, which I won't do until the infra PR is merged.
