This fixes rendering issues with documentation where the
sphinx_rtd_themestylesheet was not making it into the rendered docs.Compare:
This also means that developers will need to manually install
sphinx-rtd-theme. The docs andlib/spack/docs/requirements.txthave been updated to reflect that.
