Follow-up to #51079, the packaging guide talks about
self.spec[...].variantsetc in the first part of the packaging guide, at which point build instructions haven't been introduced yet.Move that to part two and link to it. Fortunately optional dependencies are still a good motivating example to introduce variants, so we don't have to dive into build flags etc.
