This draft PR implements the functionality required to package Spack for pip, as well as configure it to work well in a pip-managed environment. It relies on functionality of and includes commits from two other PRs:

To try this out, you can build Spack and install via pip directly. This has also been tested via test.pypi.org.

cd spack/share/spack/pip/
bash create-package.sh
pip install spack-package/dist/spack_package_manager-1.0.0.dev0-py3-none-any.whl
spack install zlib
