The new sha256s have been confirmed but AFAICT you still need the 'v' in crtm's version in order to retrieve the archive file.

Description
This PR updates several packages from the JCSDA spack-stack-dev fork. The versions in this PR are used for installations on all our supported systems, with Intel Classic, Intel LLVM, GNU, Apple Clang.
