(Out of scope) It appears that pulseaudio is now at v17 (with only meson as build system, not sure since when). I'm not sure how many users or depdendents pulseaudio has in spack, but this may be useful to consider adding newer versions for.

Pulseaudio fails to build in a bare spack/ubuntu-jammy container due to pkgconfig not being present.
