If you Google for
spack packages.yamltheconcretizer.yamlfrom latest docspackages.yamlfrom 0.18 docs.As it turns out,
packages.yamldocs are part of the page calledconcretizer.yaml. By accident?This commit moves it to its own page s.t. it hopefully is indexed better in Google.
Also moves the bootstrapping section downwards, cause it's not relevant for the majority of
the users, and is in fact already discussed in Getting Started.
