This PR is in response to a question about constraining a package to a platform that comes up occasionally. It's main goal is to add an example of how to specify conflicts for multiple platforms (specifically all but 'linux').

However, I also converted single to double quotes for code examples due to black checks.

Wow! The only package I changed was packaging_guide.rst and I'm getting a MacOs unit test failure (https://github.com/spack/spack/actions/runs/4308224126/jobs/7514304731). Re-running.
