Thanks for the fix! It's amazing that a project would prefer hardcoded URLs over simply using system installs of a package. Hopefully someday we can convince the devs to allow external deps instead of vendored deps.
I imagine all historical versions would also need a patch like this to build? I noticed a lot of similar failures when creating the ML pipeline, but I "solved" those by adding newer versions of packages like TF metadata so that the pipeline no longer tried to build old TF. I certainly won't require you to add patches for older versions, and I don't think any of us have the bandwidth to maintain ancient TF, but at least we know the fix if someone does need an old version.

This unfortunately causes significant problems in environments with large configuration spaces, for example the environment in spack#31598 (spack.yaml) supports 5 operating systems, 3 architectures and 130 packages with explicit size requirements, resulting in 1300 lines of configuration YAML. This patch adds a configuraiton option to the gitlab-ci schema called "match_behavior"; when it is set to "merge", all matching entries are applied in order to the final build-job, allowing a few entries to cover an entire matrix of configurations. The default for "match_behavior" is "first", which behaves as before this commit (only the runner attributes of the first match are used). In addition, match entries may now include a "remove-attributes" configuration, which allows matches to remove tags that have been aggregated by prior matches. This only makes sense to use with "match_behavior:merge". tensorflow uses bazel, bazel vendors all deps and has urls pointing to a non-existing zlib url, since the new release of zlib of yesterday.
