Add binutils as a gcc dependency so it doesn't use the system linker/assembler.

This looks good to me. I'll merge it -- did you find that just adding binutils as a dep made gcc use the righ one, even after install?

Binutils as spack package

It needed the extra configure options that I added to gcc as well, but
after that the resulting gcc builds used the new as and ld.

There's nothing in here that would point users at other binutils
components, such as ar or strip. But I'm under the impression those don't
update often, so using the system versions are probably fine.
