Neurodamus compartment and soma reports fail with new LC_ALL. It's not clear why floating point numbers should change with this. For now revert the old behaviour with not setting LC_ALL.

On SLF7 where openssl11-devel is installed add -I/usr/include/openssl11

Using a more accurate version might be wanted, but this is sufficient for now.
