Fixes a bug introduced by #16801

Successfully installs on WSL Ubuntu 20.04 with GCC 9.3.0.

@adamjstewart According to this setuptools are not required even at build-time, unless explicitly requested (by running python setupegg.py install).

Thanks for this @adamjstewart, it has resolved the issue on gitlab.spack.io, so I have unpinned the version of py-ipython in the E4S environment there.
